Royal Seay served in the 167th Infantry Regiment of the "Rainbow Division" in WWI. The 21st Street Viaduct in Birmingham Alabama was dedicated to this Regiment soon after the bridge's completion in 1918.

At the apex of the bridge a pair of small memorials, topped with eagles, carry plaques honoring those veterans killed in the war. Tragically, PFC. Royal Seay's name appears on this Honor Roll.⁴
